That's all they had on hand. A mortuary worker helping down there was told by FEMA to prepare for 40,000 dead. The Red Cross has a list of 117,000 people still missing. How would the American public react to 40,000 to 117,000 bodies shown on TV and the news that the Bush Administration's incompetence caused all of those Americans to die needlessly. Not well.
